[CI - Jenkins] Add a new Jenkins Job

The standard Release Engineering approach uses Jenkins Job Builder (JJB) for building and configuring jobs in Jenkins (RelEng guide here). Your project will have a ci-management repository that utilizes the RelEng global-jjb submodule to source the macros and tools we provide for easier use. This repository keeps your jobs, views and configuration in a version controller repository managed through Gerrit or Github.

To add, remove, or change a job please submit a Gerrit patchset or GitHub PR for your project's repository (example here).
